The Challenge

Japanese driving licences require a smaller 24×30mm photo—different from passport (35×45mm), visa (45×45mm), and residence card (30×40mm) formats. Using the wrong size means rejection at the licence centre (免許センター).

Driving licence uses smaller 24×30mm format

  • Driving licence: 24×30mm — this tool
  • Passport: 35×45mm — different tool
  • International driving permit: 35×45mm — same as passport
  • Visa: 45×45mm — different tool
  • Residence card: 30×40mm — different tool
  • These formats are NOT interchangeable

Japanese driving licence photo requirements

Japanese driving licences (運転免許証) require 24×30mm photos—the smallest of Japan's standard ID photo formats. This size applies to new licence applications, renewals (更新), and foreign licence conversions (外免切替). Photos must have white background, be taken within 6 months, and show the applicant facing forward with neutral expression. Licence centres (免許センター) and police stations (警察署) check photo compliance during the application process.

Japan driving licence photo checklist

  • 24×30mm dimensions (smaller than passport format)
  • White background, no shading or patterns
  • Facing directly forward, alone in photo
  • Neutral expression, mouth closed, eyes open
  • No headwear (religious exceptions may apply)
  • No glasses recommended
  • Taken within last 6 months
  • 566×708 pixels at 600 DPI
  • Printed on matte photo paper
  • No borders

Foreign licence conversion (外免切替) photo

Converting a foreign driving licence to a Japanese licence requires the same 24×30mm photo. The process at a licence centre typically requires one photo. Some licence centres offer on-site photo booths (証明写真機), but bringing a properly prepared photo saves time. The conversion process also requires a Japanese translation of your foreign licence from JAF (Japan Automobile Federation) and an official driving record from your home country.

Best Practices

  • 24×30mm is the smallest Japan ID photo format—do not use passport-sized photos
  • Photo booths in Japan have a '免許証用' (driving licence) setting—use it for correct sizing
  • International driving permits use 35×45mm (passport size), not this 24×30mm format
  • Bring prepared photos to licence centres to avoid queuing at on-site booths
  • White background required—same standard as all Japanese ID photos
  • For foreign licence conversion, prepare photo before visiting the licence centre

Frequently Asked Questions

What size are Japanese driving licence photos?

24×30mm—the smallest standard ID photo size in Japan. Digital resolution is 566×708 pixels at 600 DPI. Different from passport (35×45mm) and visa (45×45mm).

Can I use my passport photo for a driving licence?

No. Passport photos are 35×45mm. Driving licence photos must be 24×30mm. The sizes are not interchangeable.

What about international driving permits?

International driving permits (国際運転免許証) use 35×45mm—the same as passports. Domestic Japanese driving licences use the smaller 24×30mm.

Do licence centre photo booths have the right size?

Yes. Photo booths at licence centres offer '免許証用' (driving licence) as a preset option. However, they cost ¥500-800 and may have queues. Bringing prepared photos is faster.

Is this the same for licence renewals?

Yes. New applications, renewals (更新), and foreign licence conversions all use the same 24×30mm format.
